The correspondence with Poking which has been repeated to you shows clearly that the other Powers while anxious to protest against the new taxes are unwilling to back their protests by force, If therefore Kis Majesty's Government were to insist on the strict observance of treaty obligations it would be necessary if these continued to be disregarded

for His Majesty's Government to take isolated action in defence of them, a position which I need hardly point out would be at once technically unsound and politically disastrous.

in anticipation of the situation which has now arisen the policy of His Majesty's Government has hitherto been to induce the other Powers to Requiesce under protest en condition that the taxes were colleated by the Custome. This policy has hitherto failed and if the Powers should finally decide to adhere to their original intention of confining themselves to an agreed protest His Majesty's Government will be forced for obvious reasons to associate themselves with

such protest. But in order even at this late
